This study aims to assess the implementation of the Green Open Space (GOS) utilization policy as a public space based on community perceptions and to formulate an evaluative decision regarding policy sustainability in the Serang City Square area. The research employs a qualitative approach with a descriptive-analytical method using the IPO-O model, which consists of input, process, output, and outcome dimensions. Data were collected through field observations, interviews with four area users, and documentation studies of relevant regulations and official government data. The findings indicate that in the input dimension, the policy is supported by spatial planning regulations and the availability of public green open spaces, including West Alun-Alun with an area of 18,654 m² as one of the main green open spaces in Serang City. However, limitations remain in operational technical regulations, managerial human resources, maintenance budget allocation, as well as sanitation and public facility provision. In the process dimension, the implementation of area managementincluding policy dissemination, inter-agency coordination, parking control, street vendor arrangement, and environmental maintenance has not been carried out optimally. In the output dimension, Serang City Square has functioned as an active public space used by the community for sports, recreation, leisure, and social interaction. However, in the outcome dimension, the ecological function of green open space has not been achieved in a balanced manner due to high levels of public activity that affect cleanliness, comfort, and environmental quality. This study concludes that the Green Open Space utilization policy should not be terminated, but should be continued through strengthened implementation involving improved technical regulations, institutional strengthening, optimized area supervision, facility enhancement, spatial zoning arrangement, and increased community participation to support the sustainable management of public space.
